I don’t know any way of doing this directly on the iPad. It has very limited editing functionality. Most of my iPad photos are less than the 3MB limit but I use a PC to add photos. A workaround is to export them to email (it sends at a lower resolution) send them to yourself, and add them that way. You can’t even adjust the camera resolution on an iPad. Wonderful devices in many ways, but not in this case.
