Fennel rust??

Recently found on garden fennel - I can only come up with Uromyces graminis

After the interesting epic relating to this collection, the only fungal element I can find is secondary attack of the dying/dead portions. What we can see in your images is free of anything fungal. The only causers of those pale lumps appear to be mechanical or chemical damage, or possibly some sort of insect attack - there were quite a few empty aphid exuviae around the affected areas.
Sadly this is the best I can do . . .
