Rust on Peony

Back in 2013, Chris Yeates identified the rust I found on one of the Peonies in my garden as Cronartium flaccidum at stage II, but then this year I saw this development. Stage III perhaps?

What does stage I look like?

Only stages II and III on Peony.

From Chris' Yorkshire Rusts -
"Cronartium flaccidum (Alb. & Schwein.) G. Winter
Stages 0 & I are mostly on Pinus sylvestris but also known on P. nigra subsp. laricio and P. ponderosa, II & III on Paeonia
mascula and Tropaeolum majus and on cultivated Vincetoxicum officinale."

From Henderson 1966

Teleutosori hypophyllous,usually arising in the uredosori, the spore mass cylindrical, emerging as a straight or curved, waxy mass, 1-2 mm.
long, 50-120/* wide, yellowish or reddish-brown; teleutospores ellipsoid, yellow or pale yellowish-brown, 20-60 x 10-16

Telia subepi-
dermal, often arising in uredinia, becoming erum-
pent as hairlike columns of strongly adherent spores
embedded in a common matrix; teliospores 1-celled,
catenulate, germ pores 1-3, obscure, wall thick, pale
to brown;

Looks good!
