Hi Alison
stage III (telial -the only one formed by this species, it's known as a "micro form") Puccinia glechomatis. Not uncommon - here's the Yorkshire map for this species at hectad level:

I have seen this in quite a few places now.

Are all rusts micro form or just Puccinias?

Most are Puccinia spp. but that mightr be because it is by far the largest rust genus in GB & I
