Melampsora euphorbiae (I think)

If this is Sun Spurge - Euphorbia helioscopia - then the only rust associated with it (according to Henderson 1966) is Melampsora euphorbiae.
The uredospores are slightly rough. (Microscope camera not working)

This is only Rust on your host (or other Euphorbia spp) listed in Rust Fungus Red Data List....Wales but I have found reference to some Uromyces spp. on this host. Looks like they are absent from UK or very rare. Nigel Stringer is the one to ask for definitive answer!

Or Chris Yeates.

Henderson does mention Euphorbia as an alternate host for Dianthus and I do have Dianthus in the garden. :D but says it's brown while these are typical yellow.
