Dorset, from a couple weeks ago - Pucciniastrum epilobii on Rosebay Willowherb, Chamerion angustifolium?

without any doubt you are correct, those small uredinia are characteristic - keep an eye out for it, you'll probably find it to be very common in the next few weeks; leaves attacked by other things can look similar from above, but a quick check on the lower surface is all you need. Also worth keeping an eye out for the same fungus on cultivated Fuchsia.
